Up on the Corning Tower Observation Deck, tourists to the Empire State Plaza check out an expansive view of the Hudson River, the Catskills . . . . . . and Nipper. Originally built as an advertisement for RCA products in 1958, Nipper sits atop an Albany office building listening for “his master’s voice.” He is the biggest terrier in the world, weighing four tons and standing twenty-eight feet tall. The Nipper on our baseball cap is a subtle reminder of the capital city’s most conspicuous pet.
